Chile’s Foreign Ministry announced on October 15, 2026 the partial reopening of its consulates in Caracas and Puerto Ordaz from October 19. The announcement on the 15th and the service dates are distinct; reopening is still in the future when this article is updated.
Services announced by stage
- From October 19: passport delivery to Chileans resident in Venezuela and appointment scheduling.
- From October 26: passport and identity-card applications, notarial acts and consular registrations.
What this announcement does not confirm
The statement does not announce the resumption of visa applications for Venezuelans. It should also not be read as opening all consular services or confirming services at Venezuela’s mission in Chile.
Before traveling to the office, check the consulate’s official channels to confirm your appointment, requirements and service hours. Do not arrange a trip based solely on the general opening date.
Context of this guide
The July 30 joint statement set out gradual normalization, beginning with restored consular relations. The October announcement provides dates for these two Chilean offices; it does not, by itself, amount to full restoration of diplomatic relations.
Apostilles and legalizations: an important correction
Venezuela's official portal for requesting legalizations and apostilles is the MPPRE Electronic Legalization and Apostille System, not the SAREN portal. Some underlying documents may involve Venezuelan registries or other agencies, but the international apostille is processed through the Foreign Ministry's platform.
In Chile, SERMIG requires foreign documents to be apostilled or legalized, as applicable. This does not mean every file bearing a QR code is automatically accepted: each procedure retains requirements for document type, validity, format, and verifiability. Check the specific application guidance before submitting.
