Venezuela's Ministry of Foreign Affairs (MPPRE) has activated the web portal to apply for the Electronic Travel Document — commonly known as the electronic safe-conduct (salvoconducto electrónico) — for Venezuelan citizens who need to travel and don't have a valid passport.

It's a key tool for those abroad or needing to return to the country without a valid passport. Below are the essentials based on the official information published by the Venezuelan Chancellery.

What the document allows

According to the official statement from the Chancellery, the Electronic Travel Document serves three main purposes:

  • Official identification of Venezuelan citizens in international transit.
  • Facilitating immigration procedures at national and international airports.
  • Safeguarding fundamental rights linked to freedom of movement and consular protection.

International recognition

Venezuelan authorities reported that they have coordinated with the relevant agencies to ensure the document meets standards of security, authenticity, and international recognition, aiming to minimize disruptions in air operations and in relations with foreign immigration authorities.

How it's verified: QR code and validation portal

The document incorporates a high-density QR code that allows immigration authorities to verify the salvoconducto's authenticity. Validation is done through the official portal: documentodeviaje.mppre.gob.ve/validate.

Other security elements include:

  • Document hash.
  • Photo hash and image security code.
  • Background watermark.
  • Authorized signature.
  • Hologram.

Important: per the Chancellery, the document must be presented printed in color for proper verification.

⚠️ Validity strictly tied to the flight date

This is the most critical point about the new document. The Electronic Travel Document's validity is “strictly limited to the scheduled flight date, losing all legal validity once that date has passed.”

In practice, this means:

  • The salvoconducto does not work as a permanent ID document.
  • It's only valid for the specific flight listed on the itinerary.
  • If you miss the flight or change the date, you'll need to apply for a new one.

That's why it's crucial to coordinate the application and ticket issuance in the right order and with enough lead time.

The electronic safe-conduct is designed for Venezuelans who:

  • Need to travel and don't have a valid passport.
  • Have an expired passport and haven't been able to renew it on time.
  • Need to enter Venezuela from abroad without a valid passport.
