Tax-free shopping in Japan: prepare for the November 1 change

Travel updates Published · 2 min read

If you are visiting Japan, plan your shopping for November 1, 2026. This is a reminder of the reform published by the National Tax Agency in April 2025, rather than a new announcement.

How the process changes

  1. For eligible purchases from that date, you pay the tax-inclusive price.
  2. Obtain customs confirmation when leaving Japan within 90 days of purchase.
  3. The shop or its provider handles the refund after confirmation. Ask about its method and timing; do not assume immediate airport cash.

Before checking your bag

The Japan Tourism Agency says to complete the procedure before baggage check-in, with your passport and all goods available for inspection. If one item is missing, all goods on the same receipt may lose refund eligibility.

Keep receipts, pack purchases accessibly and allow time for customs. Check each shop’s arrangements before paying.
